Since prisons are literally closed institutions, taking away ministries there would be depriving inmates of their right to practice religion. One of those contradictions in life where the court says prisons have no choice, but citizens can have a Nativity scene anywhere in town they like except the lawn at city hall or school. No sacrifice is made in the latter case; mangers can still be erected and religion freely practiced.
