Regulatory enforcement going up, is stiffening regulation and oversight. So pretty much every agency.

But even if it hadn't gotten stiffer, remember the original issue was either "the Bush administration doesn't believe in regulation" or "the Bush admin is certainly for dramatically cutting regulation".

Keeping things the same, or even making modest cuts, does not equal "making dramatic cuts". There has been no dramatic cut in regulation under Bush.
