His plan is gonna be a tough, tough sell with WTIC in the 50's...... Although logically, it's also the best time to upgrade the grid and get the key installations built. It won't ever be able to be done as cheaply as it could be in 2009-10. Look at materials costs alone, a bargain. <NG>
