How is this for a "bailout package" for the US auto industry:

1. Offer a generous loan package to the "big three" for working capital and to retool to more efficient ICE cars, hybrids and eventually EVs;
2. Give the auto companies a $2000 credit towards that loan for every auto they sell that gets more than a certain MPG (might start at 30 MPG and go up by, say, 2 MPG per year so in 5 years it would be 40 MPG and in 10 years 50 MPG);
3. Give consumers a tax credit of $3000 for any car they purchase that gets over the same MPG threshold.

The effective net would be push/pull marketing of more gasoline efficient cars which would increase fleet mileage, hopefully save the car companies by giving them operating $'s and increasing their sales, and lower the cost and overall use of gas which would put more dollars in peoples pockets and subsequently stimulate the economy.
