Make sense? No. GM's, Ford's, and Chrysler's main problems are not that their cars get too poor of gas mileage. More generally their problems won't be fixed by politically deciding what type of vehicles they should produce. Maybe if the bailouts are big enough the problems will be papered over, but that just makes them less likely to be resolved.
