it should be illegal for clothes companies to make sizes above "X"

It's only in the last decade or so that the X range of sizes have been readily available. Before that you had to go to special stores which were few and which had ugly merchandise. My dad was a size XXX for as long as I can remember and it was almost impossible to find him clothes. The lack of availability didn't stop waistlines from expanding. It just made fat people look even worse.
