I did twice at a new location that had just opened. I didn't get upset about it because there is an adjustment period. The first time it happened, they had only been open a week. It took 50 minutes from the time the waiter took our order to the time the food came out and it was cold. The manager didn't charge us for the meal and threw in dessert.
