Microsoft's Battle With Washington Rattles OEMs, Dealers techweb.com

A curious quote:

"There is nothing that entitles hardware companies or prohibits hardware companies from including other technologies as part of the systems they ship to their customers," said Bill Neukomb, senior vice president of law and corporate affairs, alluding to charges that Microsoft forces its OEM partners to bundle Internet Explorer over Netscape Navigator.

They're not prohibited, but they're not entitled to either? Does that mean it's all up to those famous NDA-ized OEM contracts? Enquiring minds want to know.
