Bankruptcy is the better answer. A government appointed "auto czar" and fifty billion is not. IMO, it will only delay the inevitable issue of the big three seriously cutting costs and adopting more of the effective policies and practices of Toyota, Nissan etc. It will also put more pressure on the UAW.
A fifty billion bailout is a UAW bailout in my view.

The notion that an auto czar will force the manufacture of smaller efficient cars is a joke. The czar will merely add a couple hundred staff to an already bloated federal government agency. Toyota and Nissan have already caused GM etc. to build smaller and more efficient vehicles. It's not the type of car that is killing GM so much as it the salary, benies and pension of it current and former employees.

Another example, although not UAW, is the ILWU. The longshoremen are probably the highest paid blue collar workers in the country and now they are demanding more.
