It is just a right wing talking point. That doesn't mean it bears any resemblance to reality.

In my opinion it was more the ability to sell off sliced and diced loans to third parties who could not tell how risky the asset was that was the real reason this debacle happened. Those who ignore that are just parroting talking points.
