I think consumers do not have the resources to incur more debt, so the govt. will be forced to send checks directly to consumers. They will have to create money and send people a check.

Or perhaps create money in the form of debt forgiveness where they send certificates that can be used like money but only to pay down debt, this will help the consumer balance sheet and get them borrowing again.

I am not advocating the above policy, but given they will not take the medicine that is needed, it seems to be the only way to keep the game going.
