Legal expertise to write laws could be acquired by contract, could it not? I think having the legal profession ensconced in Congress creates a real problem.

Once I had to prepare a contract for an Environmental Impact Statement. I had a lot of contracting experience in tree planting and stand improvement service contracts, but none in the NEPA field.

NEPA was created by congress, and presumably by lawyers.

Since I had no legal expertise, I contracted with a contractor to help write the contract to procure the EIS. The contractor was barred from bidding on the EIS contract that he helped write, but the contract was held up as a model of clarity, and resulted in a lot of bids.

I see no reason why something like this could not be done in Congress. In other words, in my view it is preferable to have non-attorneys come up with the principles and the general concept they want to legislate and hire attorneys to dot eyes and cross the tees, so to speak.
