It is just that our best brains go to investment banking and lawyering because the financial rewards are better. While Congress is busy micromanaging the economy by regulating IB executive compensation, they ought to put a broad ceiling on IB and lawyer compensation - say $80K, and a broad floor under engineering - say $75K. Won't ever happen. The lawyers and IBs already own Congress. Its a chicken and egg thing you see.
