In China, it seems that the punishment is selectively applied to those who get in disagreement with the bigger bosses. If they stay on the right side of them, they can get away with it. It's as though everyone is a crook, which means anyone can be got if they don't toe the line. A bit like taxes in the 'free" world. It's impossible to comply with all the laws which even the lawyers, judges and politicians have no idea what they are, so they can always get anyone on a technicality if they want to.

As Ayn Rand said [or one of her novels did] they do NOT want people complying with laws because they need to make it too difficult so people can be attacked. If people comply with all laws, the authorities lack power which they love to whack people with. Inventing more laws creates more grist for the mill. If they are theoretical and victimless crimes, it's ideal because there's no rational way to even guess that there might be a law against it, or more difficult, a law requiring some arbitrary action.

The USA does seem to have a pretty good balance. China won't supersede the USA legal system any time soon.
