(Have no idea how you would be able to research what someone is supposedly 'thinking about', unless you are able to read minds. Suggest instead that you simply refer to whatever the heck actually gets WRITTEN-IN to any legislation that gets introduced. Or else what the Fairness Doctrine actually said for all those decades that US media was governed by it!)

Well, that is what the FCC's Fairness Doctrine ACTUALLY did and said for the many decades that it was in existence. (Not 'Internet' though. Was ONLY for the PUBLIC AIRWAVES --- [broadcast, not cable] --- which are owned by the American public and leased for free to the broadcasters.)
