(I generally don't get all that worked-up about mere 'policy papers' and like-such. Rather, I wait until a bill is actually WRITTEN and introduced, so I can at least do a preliminary vote count to see if it has any chance at all, before getting worked up. No need to startle at mere shadows... when there are real bad pieces of legislation to work against.)
