Perhaps Somalia is starved for OIL.

It will be interesting if they have use for the crude oil.

If the tanker burns the damage to the confidence in oil trade will fall and the prices for insurance may skyrocket or even spiral out of control.

The tanker alone should be worth north of $100 mio coupled with the oil it may be worth around $200 mio ore more and the damage to the environment may be huge if the ship burns/spills.
