Clearly cell phone usage has some negative effects on driving ability, but its easy to set up a study that exaggerates it.

and the experience I suspect most of us have had of being almost run in to by tards on cell phones

or almost being run in to (or actually being run in to) by someone who wasn't using a cell phone. Does that indicate that not using a cell phone while driving is highly dangerous?
