We 'shovel it out' as long as they PLAY at what we claim to want: large seizures, military access for us, etc. Largely though the policy is total bunk. For EXAMPLE: Bush just certified that Columbia is a cooperative nation in fighting the 'scourge of drugs' (thus making it legally able to continue receiving another couple 'o hundreds of millions in US aid...), while de-certifying Bolivia --- DESPITE the facts that cocaine production in Columbia has increased (and is much greater than production from Bolivia) over the past year, while acreage-under-cultivation and national production in Bolivia have both fallen while seizures are up. The difference? (since the 'reason' of 'drugs policies' is so clearly phony...) is that Bolivia recently decided to not extend the rights for the US to fly out of an airbase there, while Columbia is playing 'tight' with our military.... Another example: we 'sanction' Venezuela (claiming it's a 'major source' for coke --- despite the fact that it isn't even grown there, and transshipments are probably no higher than most any other similar sized LatAm locale) while APPLAUDING Mexico... despite the fact that Mexico is practically a drug Baron-run operation these days, and is the SINGLE LARGEST transhipment point of all, as well as a huge original source for production of several drugs... and drug business is BOOMING, not decreasing there.... It's all crap. The policies are phony... merely designed for PR and aimed at folks who don't even pay any attention.
