I won't say it isn't possible, but I will say it is very, very unlikely. Politicians have it in their head that there are enough "rich" people to pay the freight and have the luxury of moving the goal posts as circumstances evolve and shift.

I doubt a worsening economic crisis will change that.

In fact, watch for a bill raising fuel taxes to be introduced in congress as soon as The One takes office.
