Not in TX, it has a "robin hood" system which takes money from high property value districts and gives it to low ones.

BTW the "poor" districts are often rural ones. "Rich" districts may be rich because of business and industrial property.

Also many cities have big school districts that cover both "rich" and "poor" areas.
