the problem is the banks. You can say what you want about Rubin from the 90s but when Ruben spoke, the banks listened. With the Bush admin they are blowing Paulson off. TARP was intended to deal with no lending.... has anything improved... no. I think the next tranche of TARP will be repealed. It doesn't work, its a giveaway to these banks who refuse to lend. The feds own fannie and freddie, just allow all mortgages to refi at 3%- no cash out, just 30 year fixed or 15 years if somebody is over 45, 3% is more than the fed rates
