It is. It includes all of the pension and health care costs for retirees, who obviously aren't working anymore.

Yes. It allows someone who gives his entire life to work in a factory the ability to raise and feed a family, put his kids through college, and take a vacation on the shores of the Great Lakes once a year. The whole midwestern version of the American Dream thingie... You think those workers shouldn't be entitled to that?
