The thing is, we really are at the point where some helicopter drops are needed - and I can't think of any other mechanism that could work in time. The list of names, addresses, and amounts is already available - just load the file onto check writing machines, decide whether you want 1/2x, 1x, or 2x of the last year's contributions, and start printing. The beauty of it is that half of it goes to businesses, large and small, restoring to them the working capital that they need.
