LIG - This might be something of a stretch, but since you asked...if I anticipate that:

a) capital gains tax rates will be increased

b) I will at some point in the future have profits to take

...then I can prepare for that by incurring losses in 2008 by selling now and carrying forward the losses to offset future gains when tax rates are higher. If this bear market is a permanent condition then obviously the strategy may have some flaws in it.
