"Adults can and do exploit other adults in regards to sex." It can happen. But it usually involves a degree of self-deception. "What does being a minor have to do with it? Something magical occur when the person turns 18? " It has been proven that teenagers don't have a fully developed brain. Judgment, in particular, is impaired. Now age 18 is an arbitrary point, but a line is needed somewhere.
