I think the quantity of _occupied_ houses has decreased.

Certain parts of Southern California and Nevada have many foreclosed homes.

The number of occupied houses who pay their utility bills is also down.

I'm keeping fewer lights on, and running the heat a little less. That's maybe a 2 - 3% decrease.
