I think you are putting a bit too much of 'yourself' into these simple news reports.

Every report that I have read mentions the fact that Bush II's rate of issued pardons (thus far) has been well below the modern averages... since, say, Ford.

But no count can be COMPLETE until a President has actually exited the office, and many of them have accelerated the rate at which pardons were approved during their last month in office (Jan.)

The numbers will be final, soon enough! (So no need to waste a lot of time speculating about them until they are actually in. ;-)
