People should be free to CHOOSE to drive a super efficient car and accept the danger if they want to.

No head lights or tail lights? I think you are talking about vehicles at the margin... not many people are going to want them.

What we need to do is raise the fleet average MPG. And that will be with mainstream cars with safety features, not with experimental cars with bicycle tires. It's not all that hitech; make 'em smaller, lighter, smaller engines, hybrids, etc.
