Yes and no, depending on what the goal was. Mostly a bust if coping with a problem is the aim, but it does make people feel better about the problem. Nobody knows what methadone is or anything about that little world. Why should they, they don't know how many states there are.

The cynical me sees the Swiss vote as a negative. What they have voted for is property, possessions, lower insurance rates. Nothing wrong with that. Also looks like a vote for the intractability of the problem. An attempt to warehouse those who reach heroin in their addiction. Nothing wrong with that, it probably is pretty intractable, legal or illegal.

I worry that they might have set up a situation that encourages heroin use. By not changing the status of any other drugs they have voted for keeping the underlying problems under the rug.

I'm sure you are all familiar with the Islamic point of view that males will be driven to sexual frenzy if they gaze on the bare ankle of a female. It's their nature. And the solution is that females are held as sexual prisoners at home and stoned publicly should a veil slip. In a slightly convoluted bit of logic I'm not prepared to type out in a post, I see our attitude towards drugs as a similar proposition. We apparently believe that humans will be driven to a drug craving hell if they are exposed. It's their nature. That's a little out of left field, but I'm pretty sure I could defend it if I were inclined to type and type and type.
