As the pirates say, there's no government in Somalia, so it's every man for himself, dog eat dog, and toughest guy wins. So it's open slather for anyone on Earth to take over Somalia or any part of it if they wish. Even if there is some government, they are so ineffectual that self defence and hot pursuit means getting after the pirates anywhere they go is fair enough.
