If the chain of custody is broken, or if the seals are broken, the votes aren't valid. "If, for example, the chain of custody involves several Democrats, there would be nothing whatsoever to keep them from colluding to steal an election." Or Republicans for that matter. Which is why there are people from both parties and other observers every time a seal is broken or applied. Or the boxes moved. Instead of just making shit up, why not look into the procedures being used?
