No one else was willing to step up because they didn't believe there was conclusive evidence. We were so pissed at the world, that all of us, me included, were looking for any reason to kick some ass in the Middle East. This is precisely why these processes and alliances exist...to keep us thinking hard about EVERY option before war is necessary. We let emotions drive our decisions and it was stupid and costly. $800B later and we're in the biggest recession of a lifetime and Al Qaeda is still going strong. Real smart.
