Generally speaking, you would be correct, but not in the case of the President. Otherwise, you could present bin laden and say that the burden of proof is on others to prove he's not a natural born citizen... the only authority is that the President must be natural born, the burden of proof is always with the one applying for that job...

Here's an example of why you're not correct in this case: you own a business and you want to hire someone. The job requires some experience. The applicant tells you he has many years of experience but refuses to provide you with anything to support his claim. Obviously, the burden of proof rests with the applicant, not with you.
