Let me give you the answer why I would not raise CAFE standards, if I were president.

I believe customers should vote with their dollars as far as what type of cars they want to drive. They do, and the carmakers respond.

Second, I would not seek to impose rules that would put Big 3 at a disadvantage.

The Big 3 are not less competitive in passenger cars, especially smaller passenger cars (with tight profit margins), because of uncompetitve labor costs. Therefore average US made car is bigger, heavier and less fuel efficient. So CAFE affects US Big 3 a lot more than others.
