Given the common understanding of the ineffectiveness of rebates, why would politicians favor tem?

Operating theory: since rebates went to all people who filed returns regardless of taxpaying status and phased out so actual taxpayers could not receive them, it was welfare. Democrats love welfare because it is buying votes.
