Smaller countries have no problem with that, but big ones are a different story.

I don't understand why you seem to have a problem for people to have one or 2 notches higher education. Our company has employees who don't know what a percentage is, and can't follow simple directions. Percentage is a 4th or 5th grade material. Why do you think it would be a problem if US citizens math ability went from 3rd grade level to 5th grade level?

I had someone over during Thanksgiving who is a high school math teacher in a "tough" neighborhood. His students are completely hopeless, lacking understanding of concepts they should have mastered in 5th grade. He had a 2 new students, both girls, this year. One from China and other from Nigeria. The girl from Nigeria could speak English. She was so far ahead of everybody else that after a week, he recommended that she be placed in advanced math class, instead of his. The girl from China speaks no English. She gets all the numeric problems, but can't read instructions.

It is one thing to be behind Singapore, but behind Nigeria? Of course it is a sample of 1, but still...
