With mobile cyberspace, reward-seeking vigilantes could be within a minute or two of anywhere.

A site was linked here a few days ago that was set up by the Police in a town along the Texas border. They have about 6 web-cams set up to watch the outlaying border crossings 24/7/365. THEY DON'T MONITOR THEM. What they do is list them on the Net and tell people to notify them if they see anything suspicious going on. So people around the world are checking them and calling in if they see people crossing. The Police get the monitoring for free. And done better than they would have done it themselves. Very innovative.
