I think he's been drinking for most of his presidency.

I too suspect binge drinking, but even if he doesn't physically take alcohol the previous decades of alcohol dependance has trained his whole mind and decision making process into the same patterns as if he were drinking. He did, after all, learn how to learn with a great deal of alcohol in his system. That pattern stays with you. That's why it's called experience. The trouble is most of his formative experience was not beneficial.
