If GM has inventory of unsold cars. Cash infusion by payments of all the governments of the world can immediately solve GM's cash shortage. George HW Bush's administration had sold cars from all three car vendors to the Chinese government in 1989. State governments used to buy cars to help GM from closing plants in their states. Better than just give them money to waste.
