Perhaps Obama does have said Certificate of Live Birth.

Obama's certificate of live birth was posted on the internet in leu of a birth certificate. The certificate of live birth isn't really a legal document and can't be used in place of an actual birth certificate. I'm not sure even what the certificate of live birth is used for other than a keepsake....
