It depends. A gun type bomb using enriched uranium is pretty easy to make. It just isn't all that useful, not that nuclear weapons are very useful in and of themselves. The implosion type bombs are more useful, and much, much harder to build. Especially if you want to build them small. Apparently, they can be as small as a basketball...
