Heard a rumor on the TV news today that Congress might not authorize the second half of the '$700 Billion financial bailout funding' until and unless the Treasury can come back to Congress and explain --- in DETAIL --- what the heck the first half has been spent on... EXACTLY what each company who received federal money has done with it, etc.

(Second half of the rumor - that the Treasury might be either unable or unwilling to do that... and so no second half of the money would get approved for the Bush admin... and that the Bush Treasury is 'OK' with that... OK with kicking the can down the road to be the next guy's problem.)
