Nexen has just stated, as part of the information in its 2009 capital budget, that all of the OPTI upgrader components have been operating satisfactorily recently (this from a BMO Report plus a brief listen to the question part of the webcast). Nexen is currently a bit short of the 15000 barrels/day required for steady operation of the upgrader by OPTI, this shortfall caused by a power outage (don't know whose fault). Two plus weeks required to build up bitumen output again.

So far as it goes, this is very good news. The only puzzle to me is why they cannot buy in bitumen from third parties to get things moving - they had previously said that was part of the plan.
