So says the cartoon. Umm, look. Anyone with a functional cerebrum would realize that the one on the left was issued along time ago. The fact that it is typed should be a clue. The alleged "photoshopped" version was printed on a laser printer. Just like they do now when you request a copy. In fact, if you look at a clear picture of the one on the right, you can see where it had been stamped on the back and some of the ink has bled through. In addition, the state of Hawaii claims that to be a valid copy.
