Except for the overtime the answer is union contracts.

Even the overtime is probably effected by the contracts, if they call for overtime pay in more circumstances than those minimally required by law, or to the extent that they reduce labor flexibility, sometimes forcing the company to have the same worker work extra hours when there is higher demand for a particular type of labor, or when someone else with the same specific job gets sick. If the workforce was more flexible and cross trained, there would be less need for overtime.

Aside from the health benefits, why does TM not have to pay for the gov't requirements? I bet that's a substantial portion of that $33.

Government requirements are a decent share, but much less than half (well at least federal requirements would be, I'm not sure about the law in MI, but if its a state requirement issue, maybe that's one more reason why Toyota and Honda build their plants in other states)

The main federal requirements would be the employee share of the entitlement programs. Which judging by the pay information that's been posted would be a little over $3 a hour, and unemployment and workman's comp money (I don't know how much they pay for those, or even how to calculate how much they pay).
