Right now, all we see are the people swimming naked. With thousands of funds, even a tiny fraction bad actors can fill the news every day for months with horror stories. Remember TSX after Bre-X ? That seem to knock 5 to 20% off Canadian stocks for about 2 years after. The big Canadian problem was Vancouver Stock Exchange, which was almost as bad (and more sophisticated) than the Salt Lake City exchange.
