Do employers have such problems because of drunks? Sure they do.

This argument is absurd. Yes, the world needs more intoxicated people. Geez.

What is the cost to an employer who has an employee in jail?

Nothing, I assume. I sure as hell wouldn't pay anyone who is in jail.
