I recently tasted a fortified Muscat wine from Portugal that was quite good for the price:

Bacalhoa Vinhos de Portugal Moscatel Setubal 2001. You should be able to find it for $15 or less.

Several Northeastern U.S. and Ontario wineries are doing good things with Vidal Ice Wine. I'm normally not a hybrid fan, but Vidal seems to be a natural for Ice Wine. Unfortunately, prices have started to get ahead of themselves in many cases.

Barsac (a region of Sauternes) was mentioned up thread. Barsacs tend to be racier, somewhat less unctuous wines than main line Sauternes. They are a personal favorite of mine, but these days I'm rarely able to find one at a price point I can tolerate. If you see a 375ml Barsac under $20 I recommend grabbing it, if it's from a retailer you trust.
