He may (or may not...) TRY, but I believe corn-based ethanol is a CROCK (bad for food availability, bad energy policy, bad economic choice) and corporate welfare for corporate farmers --- always popular with politicians from the small states which benefit from same --- is likely to be traded away as a bargaining chip in the revitalized World Trade Talks.
